European Commission publishes AI Literacy Q&A document

The European Commission has published a Q&A document on the AI literacy obligation under Article 4 of the Artificial Intelligence Act (AI Act).

The Q&A builds upon the Commission’s guidance on AI literacy, released in its webinar in February 2025. The document, which clarifies both the date of application (2 Feb 2025) and enforcement (3 Aug 2026), sets out in practical terms what is expected of providers and deployers of AI systems to comply with AI literacy requirements. These include:

  • Ensure a general understanding of AI 
  • Consider the role of the organisation as a provider or deployer of AI systems
  • Assess the risks posed by different AI systems deployed within the organisation
  • When deciding which AI systems to deploy, take into account the current technical skills of the workforce
  • Internal training records are sufficient.
  • Do not assume AI system instruction manuals are sufficient for AI literacy training.
